Why are you restricting it to "democracy or western country"? Do non-western countries and non-democracies get a free pass to commit atrocities?!

Anyway: Korea, Algeria, Vietnam, Mozambique, Iraq, Afghanistan, etc.--of course you can add conditions until none of them are exactly the same, but massive loss of civilian life is common to all of those, much of it at the hands of western forces. Some of them weren't directly western powers, because instead of doing the deed themselves, the western powers delegated that job to locals, but the culpability is still all theirs.

If you remove the frankly preposterous restriction that we can only hold westernized democracies to moral standards, then there are even more numerous and worse examples.
