Widespread war crimes are horrible, but not the same as genocide. One can condemn war crimes, bring the leaders responsible to justice in the Hague, and yet not have genocide.

Ineffectual genocidal intent is also not the same as genocide.

If there is mass starvation in Gaza due to blockade of necessities for life, that would be genocide.
