You have to keep in mind that people and groups can change. Taliban 2.0 is a lot less horrid than Taliban 1.0--indeed, they now have to fight Islamic State insurgents who don't view Taliban 2.0 as horrid enough.
Islamic State itself has been pretty irredeemably awful.
In the case of Hamas, I don't think it makes sense to pre-judge. One should be skeptical, and wary of duplicity, but if they come out and say that, for instance, they recognize Israel's right to exist, commit to a two-state solution, and that they're willing to disarm with international monitors verifying that they have, I think we need to take them seriously.
I don't expect them to say that, but what they have said in their truce proposal has already been farther than I was expecting.
