You should probably revisit this article once the full statistics are released for 2020, for the following reasons:

(1) The anti-Asian hate crime bill was in response to a (supposed) massive increase in anti-Asian hate crimes following Cornavirus. But you only quoted the 2019 data, before the increase. Since they don't seem to have actually released the full 2020 report, I'm not you could have done better right now, but in the future you might be able to. (Or you could cite the LA hate crime data--but it's just one county so it's not representative, and it's super depressing reading since the take-home message is basically "every group now commits more hate crimes against every other group", so maybe not: https://wdacs.lacounty.gov/wp-content/uploads/2021/11/2020hcr-211105.pdf)

(2) The graph the feds post with the 2020 data vs the 2019 data doesn't have numbers from 2019 that agree with their report on 2019 that you link to (e.g., report says "Among single-bias hate crime incidents in 2019, there were 4,930 victims of race/ethnicity/ancestry motivated hate crime.", but the graph shows 3963). I'm inclined to agree that there is something right about the graph given that it is reminiscent of the LA county graph, but that the numbers don't match is a bit worrying if this is supposed to form the crux of an argument. So, again, might be worth another look once they have the 2020 data available in the same form as previous years.
